All dogs whether bought locally or imported from outside China through a full quarantine is required by law to be licensed.
To apply for a license for a dog, applications can be made at any of Shanghai’s District Police Stations. Normally the written consent from the property management company and/or the neighborhood community is required. We also recommend that dog owners demand a clause in their lease contracts stating that the landlord allows them to keep a dog in the property. Such clause does not guarantee approval of a dog license but it is always good to have the landlord’s prior consent. Application forms (which are in Chinese) must be completed and accompanied by three photographs: one of the dog’s face, one of the side of the dog and one passport sized photo of the owner.
The cost of the license varies and at present you have to pay RMB 500/year.
